Introductions and Call Meeting to Order
Members of the South Capitol Neighborhood Association (SCNA) Board in attendance:

John called the meeting to order.
Approval of July Meeting Minutes and Today’s Agenda
Gordon made a motion to approve the July 2024 minutes. Kelley seconded and the motion was approved.
John asked that an additional item be added to the draft agenda – “Future Meeting Topics for September and October.” Gerry made a motion to approve today’s amended draft agenda, Scott seconded, and the motion was approved.
Treasurer’s Report
Morgan sent a written report to the board members, which is at the end of the minutes.
Gerry made a motion to approve the Treasurer’s report, Emily seconded and the motion was approved.
Committee Reports
Neighborhood Barbeque/Potluck Picnic – Gerry Apple
The Picnic Committee met on Mon, Aug 12th at the Lincoln School playshed to finalize plans and the layout for the barbeque picnic. Gerry gave a report about the meeting and went over the list of items and tasks and who has volunteered for them.
The board members agreed to support two neighborhood businesses – the Frog Pond and Olympia Baking Company – by purchasing $100 worth of items from them for the picnic. Morgan and Valerie will manage those purchases.
Morgan also will buy a $100 gift card from Vic’s Pizza for the free raffle ticket drawing, which will happen at the picnic at 4:30 pm. Attendees will be directed to the membership and dues table to fill out their tickets. They will also be able to become a member of the neighborhood association for free, if they haven’t already, and pay their annual dues (suggested amount is $15). Dues help defray the costs for neighborhood events like the picnic, the annual meeting and mailings to all neighborhood residents.
Scott said he and Kevin will meet at the parking lot circle behind the playshed on Sun, Sept 8th – the day of the picnic – then head out to pick up tables, chairs, coolers, ice, canopies and meat for grilling. The grills will be set up in the parking lot circle at the back of the playshed. The band will set up at the front left of the playshed.
Volunteers will meet at the school at noon to begin setting up for the event, which will be held from 3 to 6 pm.
Nora will check in with each of the organizations that will have tables at the event. Kelley and Helen will manage the children’s activities.
Gerry will ask Marcela Abadi, the principal of Lincoln School, if we can set up food tables in the gym. He will also ask her if we can put our picnic garbage in the school’s dumpster after the event. Morgan will pick up five portable recycling/compost/trash stations from the city that we’ll use at the picnic. We will be using compostable plates, cups and cutlery to be as green as possible.
The invitation for the picnic was mailed out to all 610 residences in the neighborhood the first week of August. Sue has created a number of signs that will be displayed throughout the neighborhood two weeks before the picnic to further advertise it.
On the board’s behalf, John invited the members of the Olympia City Council to the picnic.
Parking – Valerie Hammett
Valerie said the next meeting of representatives of the South Capitol Neighborhood Association, City of Olympia and the State on parking issues will be September 20th. A pre-meeting with Parking Committee members is scheduled for August 30th. Rachel Newmann, who has served on the board and has extensive experience with this issue, will attend to help the new committee members.
Communications – Emily Tilger
Emily said there is continued interest in the activities of the neighborhood association on its Facebook page. She said that if the board needs additional volunteers to help with the picnic, she and Sue can do posts on the website and on Facebook to get the word out.
Future Meeting Topics for September and October – John Saunders
John said there are two items currently scheduled for the board’s September meeting. With elections coming in November, the deputy director of the Department of Enterprise Services (DES) security team offered to meet with the board to discuss campus and neighborhood safety. And Treacy has offered to research the possibility of changing the nonprofit status of the neighborhood association to a 501(c)(3) and bring it to the board for discussion.
John suggested that we keep the presentation and discussion with DES on the September board meeting agenda, but move the 501(c)(3) discussion to the board’s October meeting.
Sue asked about a topic that came up at July’s meeting – ways to protect the neighborhood from wildfires. Tam Tocher raised this as a topic of concern with the board, and she attended the board’s July meeting where it was discussed. Tam offered to reach out to the organizations to see if they would attend the September board meeting and provide advice, training and resources. John said Tam did reach out to them, but hasn’t heard back yet. He will follow up with her on that.
Motion to adjourn
Gerry moved to adjourn the meeting, Gordon seconded, and the motion was approved. The meeting ended at 8:08 pm.
